Because districts give each child a fixed allotment of several hundred dollars, bidding tutoring companies compete on program quality, not price. “There certainly is meaningful opportunity for entrepreneurs. This is a market with millions of children, most of them black and brown,” says Wade. This fall, Platform Learning will expand to Chicago, Detroit, Los Angeles, the San Francisco Bay Area, and Atlanta.
